Russia Sanctions UK Teen Over A7A5 Report

Russia has sanctioned 17-year-old British student Alexander Browder after his research alleged that a ruble-pegged stablecoin helped Moscow bypass Western sanctions. Russia’s Foreign Ministry added Browder and four other British nationals to its entry-ban list.

The ministry accused them of spreading what it called false information about Russian policy. Browder said the sanction showed Russian officials had taken notice of his crypto-laundering research.

Browder Linked A7A5 to Sanctions Evasion

Browder authored a Henry Jackson Society report titled “Confronting the Illicit-Finance Hydra in Crypto Markets.” The report examined illicit crypto flows and hostile-state use of digital assets. In written evidence to the UK Parliament, Browder said his database covers 164 crypto laundering cases across 20 years.

The report and later evidence identified A7A5 as a ruble-pegged stablecoin tied to Russian sanctions evasion. Browder said the token was launched by UK-sanctioned Moldovan politician Ilan Shor in partnership with UK-sanctioned Russian bank Promsvyazbank.

UK Says A7 Network Moved Over $90B

The UK government sanctioned the A7 network in May, saying the Kremlin-backed system was used to bypass Western sanctions, finance military procurement and process funds from oil sales. The UK said the network claimed to have moved more than $90 billion last year.

London also said Russia was using crypto exchanges and shadow financial systems to keep money moving despite sanctions. The sanctions package included 18 designations aimed at crypto platforms, banks and people linked to illicit Russian financial infrastructure.

Browder Says Illicit Actors Shifted to Stablecoins

Browder’s parliamentary evidence said illicit actors have shifted from bitcoin toward stablecoins because they avoid crypto’s price swings and can move large sums quickly.

He identified A7A5 as one of the key tools in that shift for Russian sanctions evasion. The case places token issuers, stablecoin rails and cross-border payment networks inside the sanctions debate.

Russia Entry Ban Targets 17-Year-Old Researcher

Russia’s sanction does not impose direct financial restrictions in the UK. It bans Browder from entering Russia and places him inside Moscow’s retaliatory sanctions regime.

The next issue is whether the UK, EU or U.S. expand sanctions against A7A5-linked exchanges and payment channels.
