The proposal would apply during the current ceasefire window and would tie transit through one of the world’s busiest energy chokepoints to a digital asset payment system.

The Strait of Hormuz usually carries about a fifth of global oil and liquefied natural gas flows, so any new fee system there would affect energy markets, sanctions policy, and the debate around crypto payments at the same time. Reuters reported this week that Tehran has floated fees or tolls on vessels seeking safe passage, while other reports say crypto is now part of that discussion.

The proposal would link transit to payment and inspection

The reported framework goes beyond a basic passage fee. Hosseini told the Financial Times that Iran wants to charge tankers and assess each vessel individually, with shipping companies expected to submit cargo details for review before transit. Separate reporting on the current Hormuz “tollbooth” system says some vessels have already been vetted through intermediaries and routed under tighter Iranian control.

Bloomberg reported earlier this month that Iran’s National Security Committee had approved a bill to impose fees on the strait, citing the semi-official Fars news agency. That suggests the crypto toll idea is not an isolated proposal but part of a wider effort to turn Iran’s leverage over Hormuz into a more formal payment and clearance system.

Crypto would push a shipping toll into sanctions-era finance

The crypto angle is what turns this into a digital asset story. Earlier reports said some ships had already paid in Chinese yuan or crypto for escorted passage, and newer coverage says Tehran now wants crypto as the stated toll mechanism for oil tankers. That would push crypto beyond sanctions workarounds and bilateral trade and into the operating rules of a global shipping lane.

For the crypto market, the importance here is not retail adoption. It is infrastructure. If a sanctioned state can require digital asset settlement for access to a strategic corridor, crypto starts to look less like a niche payment option and more like a tool for collecting geopolitical leverage.

The plan faces legal and political resistance

The proposal is already facing pushback. AP reported that Iran wants the right to collect tolls in the strait as part of its terms for reopening the waterway, while maritime law experts said charging peaceful ships would run against long-standing rules on freedom of navigation. Reuters also reported that Greek Prime Minister Kyriakos Mitsotakis called any toll system for Hormuz “completely unacceptable.”

That leaves the crypto toll somewhere between proposal and policy. Even so, the fact that it is being discussed shows how quickly digital assets can enter high-stakes trade routes when states want payment channels outside the usual financial system.

Iran is considering a proposal to charge oil tankers in cryptocurrency to pass through the Strait of Hormuz during the current ceasefire window.
